بیانیه سه جانبه مشترک جمهوری خلق چین، پادشاهی عربستان سعودی و جمهوری اسلامی ایران

در پاسخ به ابتکار عالی جناب رئیس جمهور شی جین پینگ، رئیس جمهور جمهوری خلق چین، مبنی بر حمایت چین از توسعه روابط حسن همجواری بین پادشاهی عربستان سعودی و جمهوری اسلامی ایران؛ و بر اساس توافق جلالتمآب رئیس جمهور شی جین پینگ و رهبری پادشاهی عربستان سعودی و جمهوری اسلامی ایران که به موجب آن جمهوری خلق چین میزبان و حامی مذاکرات بین پادشاهی عربستان سعودی و جمهوری اسلامی ایران خواهد بود ;با توجه به تمایل مشترک آنها برای حل اختلافات بین آنها از طریق گفتگو و دیپلماسی و در پرتو روابط برادرانه آنها؛ پایبندی به اصول و اهداف منشور ملل متحد و سازمان همکاری اسلامی (OIC) و کنوانسیون ها و هنجارهای بین المللی؛ هیأتهای دو کشور در تاریخ 6 تا 10 مارس 2023 در پکن گفتگو کردند - هیئت پادشاهی عربستان سعودی به ریاست جناب آقای دکتر مساعد بن محمد العیبان، وزیر کشور، عضو شورای وزیران و مشاور امنیت ملی و هیئت جمهوری اسلامی ایران به ریاست جناب دریادار علی شمخانی دبیر شورای عالی امنیت ملی جمهوری اسلامی ایران.

طرفهای سعودی و ایرانی از جمهوری عراق و سلطان نشین عمان به دلیل میزبانی از دور گفت وگوهایی که بین دو طرف طی سالهای 2021 تا 2022 برگزار شد، قدردانی و تشکر کردند. دو طرف همچنین از رهبری و دولت جمهوری خلق چین به دلیل میزبانی و حمایت مالی از این مذاکرات و تلاشهایی که برای موفقیت آن انجام دادند، قدردانی و قدردانی کردند.

سه کشور اعلام کردند که توافقی بین پادشاهی عربستان سعودی و جمهوری اسلامی ایران حاصل شده است که شامل توافقی برای از سرگیری روابط دیپلماتیک بین آنها و بازگشایی سفارتها و نمایندگی های خود در مدت حداکثر دو ماه می‌شود. این توافقنامه شامل تأیید آنها بر احترام به حاکمیت دولتها و عدم مداخله در امور داخلی کشورها است. آنها همچنین توافق کردند که وزرای امورخارجه دو کشور برای اجرای این امر، ترتیب بازگشت سفرای خود و بحث در مورد راه های تقویت روابط دوجانبه با یکدیگر ملاقات کنند. آنها همچنین موافقت کردند که موافقتنامه همکاری امنیتی بین خود را که در تاریخ 22/1/1422 (هجری قمری) منطبق با 17/4/2001 به امضا رسید و موافقتنامه عمومی همکاری در زمینه های اقتصاد، تجارت، سرمایه گذاری، فناوری، علم و فرهنگ و ورزش و جوانان که در تاریخ 2/2/1319 (ه.ش) مربوط به 27/5/1377 امضاء شد را اجرا کنند.

سه کشور تمایل خود را برای به کارگیری تمام تلاشها در جهت تقویت صلح و امنیت منطقه ای و بین المللی ابراز کردند.

این بیانیه مشترک در تاریخ 10 مارس 2023 در پکن توسط اشخاص ذیل امضا شد:

        • نماینده جمهوری خلق چین وانگ یی، عضو دفتر سیاسی کمیته مرکزی حزب کمونیست چین (CPC) و مدیر کمیسیون امور خارجی کمیته مرکزی حزب کمونیست چین،

        • مساعد بن محمد العیبان، نماینده پادشاهی عربستان سعودی، وزیر کشور، عضو شورای وزیران و مشاور امنیت ملی،

        • و نماینده جمهوری اسلامی ایران، علی شمخانی، دبیر شورای عالی امنیت ملی.

BEIJING, March 10 (Xinhua) -- The following is the full text of a joint statement released by the People's Republic of China, the Kingdom of Saudi Arabia, and the Islamic Republic of Iran on Friday.

Joint Trilateral Statement by the People's Republic of China, the Kingdom of Saudi Arabia, and the Islamic Republic of Iran

In response to the noble initiative of His Excellency President Xi Jinping, President of the People's Republic of China, of China's support for developing good neighborly relations between the Kingdom of Saudi Arabia and the Islamic Republic of Iran;

And based on the agreement between His Excellency President Xi Jinping and the leaderships of the Kingdom of Saudi Arabia and the Islamic Republic of Iran, whereby the People's Republic of China would host and sponsor talks between the Kingdom of Saudi Arabia and the Islamic Republic of Iran;

Proceeding from their shared desire to resolve the disagreements between them through dialogue and diplomacy, and in light of their brotherly ties;

Adhering to the principles and objectives of the Charters of the United Nations and the Organization of Islamic Cooperation (OIC), and international conventions and norms;

The delegations from the two countries held talks on 6-10 March 2023 in Beijing - the delegation of the Kingdom of Saudi Arabia headed by His Excellency Dr. Musaad bin Mohammed Al-Aiban, Minister of State, Member of the Council of Ministers, and National Security Advisor, and the delegation of the Islamic Republic of Iran headed by His Excellency Admiral Ali Shamkhani, Secretary of the Supreme National Security Council of the Islamic Republic of Iran.

The Saudi and Iranian sides expressed their appreciation and gratitude to the Republic of Iraq and the Sultanate of Oman for hosting rounds of dialogue that took place between both sides during the years 2021-2022. The two sides also expressed their appreciation and gratitude to the leadership and government of the People's Republic of China for hosting and sponsoring the talks, and the efforts they placed towards its success.

The three countries announce that an agreement has been reached between the Kingdom of Saudi Arabia and the Islamic Republic of Iran, that includes an agreement to resume diplomatic relations between them and re-open their embassies and missions within a period not exceeding two months, and the agreement includes their affirmation of the respect for the sovereignty of states and the non-interference in internal affairs of states. They also agreed that the ministers of foreign affairs of both countries shall meet to implement this, arrange for the return of their ambassadors, and discuss means of enhancing bilateral relations. They also agreed to implement the Security Cooperation Agreement between them, which was signed on 22/1/1422 (H), corresponding to 17/4/2001, and the General Agreement for Cooperation in the Fields of Economy, Trade, Investment, Technology, Science, Culture, Sports, and Youth, which was signed on 2/2/1419 (H), corresponding to 27/5/1998.

The three countries expressed their keenness to exert all efforts towards enhancing regional and international peace and security.

为响应中华人民共和国主席习近平关于中国支持沙特阿拉伯王国同伊朗伊斯兰共和国发展睦邻友好关系的积极倡议，根据习近平主席与沙特、伊朗两国领导人就中国承办和支持沙伊两国举行会谈所达成的共识，沙伊双方为了在兄弟关系框架下通过对话和外交方式解决双方分歧，以恪守《联合国宪章》《伊斯兰合作组织宪章》的宗旨和原则以及国际规章和惯例，沙特国务大臣、内阁成员、国家安全顾问穆萨伊德·本·穆罕默德·艾班和伊朗最高国家安全委员会秘书阿里·沙姆哈尼分别率领沙特和伊朗代表团于2023年3月6至10日在北京举行会谈。

沙伊双方赞赏并感谢伊拉克共和国和阿曼苏丹国于2021年至2022年期间承办多轮对话。双方赞赏并感谢中国领导人和政府承办和支持此次会谈并推动其取得成功。三国宣布，沙特和伊朗达成一份协议，包括同意恢复双方外交关系，在至多两个月内重开双方使馆和代表机构；强调尊重各国主权，不干涉别国内政；双方同意两国外长举行会晤，启动上述工作，安排互派大使，并探讨加强双边关系。双方同意将激活两国于2001年4月17日（伊历1422年1月22日）签署的安全合作协议和于1998年5月27日（伊历1419年2月2日）签署的经济、贸易、投资、技术、科学、文化、体育和青年领域总协议。三国均表示愿尽一切努力，加强国际地区和平与安全。
